As a key member of the Strategy, Policy, and Building Contract Management (BCM) Team, you will lead and manage a team to administer the Prequalification (PQC) System which is Queensland's whole-of-government register of prequalified building consultants and contractors.

As a key member of the Strategy, Policy, and Building Contract Management (BCM) Team, you will lead and manage a team to administer the Prequalification (PQC) System which is Queensland's whole-of-government register of prequalified building consultants and contractors.
What You Will Be Doing
- Provide direction and management oversight of the PQC Team to deliver an efficient and effective whole-of-government prequalification system that meets the needs of government agencies and the building industry.
- Develop, monitor, and review policies, guidelines and business practices relating to the operation of the PQC System and the relationship with procurement activities.
- Provide guidance and advice to the PQC Team on complex prequalification matters including Best Practice Principles (BPP).
- Respond to complex issues and inquiries from government agencies and the building industry in relation to the PQC System.
- Liaise effectively with relevant internal and external stakeholders (including regulatory bodies and financial assessors) on matters related to the development and implementation of prequalification policies, guidelines, and practices.
- Lead teams and manage resources (including external contractors and consultants) in the delivery of initiatives, systems, and projects to meet operational and strategic objectives of the PQC System and the department.
- Provide leadership on building-related matters as a representative of the Department on government, departmental, national and industry groups and committees as required and liaise with industry peak bodies. This includes representing the department on the National Prequalification System working group.
- Administer PQC System processes including application and assessment, financial capacity assessment, performance reporting and review and sanction.
- Contribute to the development and implementation of strategies and initiatives in relation to procurement in the building construction and maintenance category.
What We Are Looking For
- Demonstrated experience in managing operational and policy aspects of a supplier prequalification / registration / procurement system and an ability to understand your customer and supplier base to develop innovative solutions to meet stakeholder needs.
- Ability to address ambiguity through the continual improvement of guidelines and advice.
- Ability to work collaboratively with government agencies and the building industry to ensure the PQC System remains a contemporary, efficient, and effective tool to meet the needs of relevant stakeholders.
