What is the role?
The AFP is responsible for the delivery of the key capital works programs nationally and internationally. The role is within the Pacific Police Infrastructure Program Team and is embedded in Defence in direct support to the delivery of the Pacific step-up. This involves working in complex geo-political environments, with an integrated workforce of Defence members and industry partners.
The role of Project Manager is to initiate, plan, implement and finalise projects within time, budget, scope, resourcing constraints and expectations. This delivery is achieved through establishing and leading projects under relevant frameworks, and delivering project outcomes through direct management of external contracts, including management, design and construction contracts and other contractors.
The successful candidate will have the ability to manage projects and their respective stakeholders across a range of levels and disciplines, excel under pressure, demonstrate an excellent ability to make sound decisions and use judgement across a range of issues. They will also have contemporary experience in project management of capital works and have strong expertise in stakeholder engagement, management and negotiation. This position works in a fast-paced environment and requires the capacity to think strategically, identify opportunities and prioritise effort. It, therefore, requires a proactive and pragmatic attitude and high levels of organisational skills, self-drive and initiative. They will be able to manage risk and work effectively under pressure in a changing environment, to deliver high-quality advice and outcomes.
The role will require engagement with both the Pacific Infrastructure leadership team, the program and project delivery teams within Defence. Collaboration across various critical business areas within the AFP, with DFAT and international stakeholders will also be required.
As a Team Member and Team Leader in the AFP you will be required to contribute to the achievement of outcomes in accordance with the regulatory framework, the AFP Code of Conduct and the AFP Governance Instruments. It is expected that the successful applicant will deliver on the core responsibilities and meet any requirements of the position as outlined below
What will you do?
- Proactively participate as a member of a team in the development, advocacy, prioritisation implementation and review of program deliverables to enhance Australia's national interests.
- Manage the development, delivery and implementation of capital works projects including delivery of infrastructure projects overseas, including full accountability for time, cost and quality outcomes.
- Engage with key stakeholders and form project specific relationships, to manage project outcomes in a successful and collaborative environment to further Pacific Policing Infrastructure Program objectives.
- Manage project procurement activities and participate in the negotiation of contracts and agreements, relating to the capital works projects.
- Analyse sensitive issues and risks and recommend solutions using expertise, taking the initiative to identify alternative courses of action and apply legislative, policy and regulatory frameworks appropriately.
- Lead, mentor and develop staff within the team.
- Provide the Program Manager, Coordinator and AFP Senior Management with high quality advice and provide progress reports/briefings on capital works projects.
- Pursue, develop and nurture internal and external professional networks and collaborative working relationships to ensure the efficient and effective management of the program.
- Ensure compliance with organisational directives and Australian government, foreign government and industry regulatory requirements.
- Maintain accurate records and comply with the reporting and other regulatory requirements of Government.
- Represent the AFP at various internal/external committee and stakeholder meetings.
- Undertake travel as required to oversee delivery of projects in the Pacific.
Essential requirements, skills or experience
A Negative Vetting 1(Secret) security clearance or the ability to obtain one.
Minimum of five (5) years’ experience in a like or related field.
Demonstrated experience in delivering capital works, including green field, refurbishments and fit out projects.
Certificate IV in Project Management or other project management qualification.
