About the role
We are seeking a Procurement and Contracts Manager to be based in Melbourne for a large international energy provider.
Reporting to the Director – Commercial, the Procurement and Contracts Manager will support our clients mandate for investment into the Australian electricity markets value chain. This includes, long / short duration storage, transmission, integrated decarbonisation and green fuel projects.
Key responsibilities
- Assist with the leadership of procurement and related contractual activities (upstream and downstream) for our clients projects
- Develop procurement and related contractual management methods, processes and reporting systems to enable efficient and diligent contract management of main and subcontracts, as well as the procurement of material, equipment, services needed for project. Ensure that sourcing arrangements drive value, realise cost, process, service and quality benefits.
- Develop long term strategic sourcing strategies
- Lead sourcing strategy development, initiation, pre-tender, tendering, review, recommendation, award, and expediting of contracts to suppliers, consultants and contractors in-line with project delivery timelines and requirements and in adherence with policies, procedures and standards
- Maintain an understanding of the local market, market practices, contractual practices and trends from a procurement viewpoint. Identify and assess contractors, subcontractors and service providers who can work with the business and its investment partners on projects. In particular, maintain understanding of the local and international market for the procurement of necessary materials and equipment and sourcing strategies to obtain the best possible level of pricing and conditions. Assess the level of quality, manufacturing and/or product delivery and/or services capabilities.
- Interpret and monitor market conditions/trends inclusive of supply chain capacity/ capability/ performance, product knowledge, industry best practices, customer requirements and supply/demand challenges
- In conjunction with Director – Legal and their team, develop contract models/templates and adapt these for specific projects, construction contracts, subcontracts, purchase orders etc.
- Participate at tendering phase to advise on contractual procurement matters concerning the tender, contractual set-up (contract review, proposals for modifications to proposed T&C’s, identification of key risks, etc).
- Participate at tendering phase to advise on procurement matters concerning the tender (obtaining budget quotations for materials and equipment, etc).
- Participate in negotiations with contractors, subcontractors, suppliers etc. at tendering and execution phases.
- Actively support the execution of main (head) contracts, subcontracts, supply contracts during execution phase, ensuring all risks are managed, all contractual obligations are fulfilled, and all contractual rights are enforced.
- Participate in claims and dispute resolution as may be needed liaising with the Legal department and external specialists as necessary.
- Provide general advice and support on contractual and procurement matters to all team members as necessary. Provide specialist sourcing, tendering, policy and process advice
- Provide in-house training on contractual and procurement matters as needed.
- Carry out appropriate reporting as applicable. Establish governance / compliance programs and frameworks to ensure that activities occurring in relation to a particular sourcing activity are consistent with the requirements of the enterprise strategy, policy as well as other internal or external regulatory requirements.
- Participate actively in due diligence processes for future projects
Skills & Experience
- Tertiary level training in an analytical and problem-solving related discipline will be highly regarded
- Energy industry experience highly desirable (in particular those that can show engagement at senior levels with energy markets stakeholders)
- An ability to interpret/analyse complex issues and documentation and communicate advice conclusions in a clear and concise way, that is appropriately tailored for the audience
- Commercially astute, possessing strong analytical and commercial skills in relation to complex issues, and be capable of identifying and analysing risk and opportunity implications across multiple disciplines
- Must possess good drafting and negotiation skills
- Experience in delivering projects highly valued
- Understanding of risk management

Qualifications
- A Bachelor’s degree in Laws, Engineering, or Commerce
- At least 10 years of experience providing procurement and contractual management in respect of energy infrastructure projects
- Experience and familiarity with contractual and procurement methods and practices.
- A good track record of involvement in major projects
- Solid experience negotiating
- Strong commercial, conceptual and analytical skills
